Every risk class, robustness level and safety-objective assignment is a field you complete, because those judgements belong to your operation and to the authority assessing it. What the files give you is the structure, the sequence, and the questions that have to be answered: the part that is slow to build from the regulation alone and easy to leave incomplete.
