SORA Readiness Toolkit


A working pack for drone operators preparing a Specific Operations Risk Assessment under SORA 2.5. It contains the document skeleton an application needs, editable worksheets for the ground risk, air risk, SAIL and OSO steps, a containment and ERP section, and a gap checklist for reviewing an assessment before it is submitted. It is written to be filled in, not read.

Problem

An operator moving into the specific category has to produce a SORA that holds together across ten steps, and the version of the method changed under them. SORA 2.5 relocated the emergency response requirement, moved the VLOS credit, rebuilt containment and reordered the operational safety objectives, so material written for 2.0 no longer maps cleanly. Most operators start from a blank document and discover the gaps when the authority asks.

Outcome

The operator can assemble a complete SORA 2.5 submission in their own words, with each step accounted for, and can see before they submit which parts of their own argument are thin.

List prices exclude merverdiavgift (MVA). EUR and NOK are both shown; your billing country sets which list applies by default and you may pay in the other. What you are actually charged depends on where you are and whether you are buying as a business, which is set out under the table.

The purchase is perpetual and the update subscription is optional. If you subscribe, you receive revised files when the regulatory baseline changes; if you let it lapse, you keep everything you already have. A lapsed subscription costs you updates, never access.

Licence and VAT

Personal, one named user and Organisation, one legal entity. Both are one-off and perpetual: you keep the files.

How merverdiavgift is charged

The seller is RMX DRIFT AS, organisation number 931 140 574, registered for merverdiavgift in Norway. Every product here is an electronic service for MVA purposes, so the rate is decided by where you are established and whether you are buying as a business or as a private individual.

If you are in Norway, you are charged 25 per cent MVA on top of the kroner list price. The final column above is that total, and it is the amount a private buyer in Norway pays. A Norwegian business or public body is charged the same 25 per cent and can normally reclaim it as input MVA through its own return, so the ex-MVA column is the real cost to you.

If you are a business or public body established outside Norway, the sale is zero-rated as a remotely deliverable service under merverdiavgiftsloven section 6-22. You are charged the list price with no Norwegian MVA added, and you account for any VAT due in your own country under the reverse charge. Enter your organisation or VAT number at checkout: without it we cannot treat the sale as a business supply and MVA is added.

We do not currently sell to private individuals outside Norway. A sale to a consumer in another country would make us liable to register and account for that country’s VAT from the first sale, and we have chosen not to take that on until the volume justifies it. Prices are reviewed twice a year and the two currency lists are held close to parity, so switching currency saves you almost nothing. Nothing on this page is tax advice; if your situation is unusual, ask your own adviser.

What this is not

  • This is not a completed SORA and cannot be submitted as one. Every assessment is specific to one operation and must be written by the operator.
  • It does not cover operations in the open category, or operations that fit a standard scenario or a published PDRA, where the SORA route is not required.
  • It does not cover certified-category operations.
  • It covers the Article 12 application to the competent authority in the operator’s own state of registration. It does not cover the separate process for recognising or re-authorising an operation in a different member state.
  • It is not an authority submission service, and it contains no authority correspondence.
  • It does not assess or approve any individual operation.

FAQ

Can I submit this directly to Luftfartstilsynet as my SORA?

No. This is not a completed SORA and cannot be submitted as one — every assessment is specific to one operation and must be written by the operator. This toolkit gets you to a complete draft in your own words.

Is this written for SORA 2.0 or SORA 2.5?

SORA 2.5. If you hold an authorisation granted under SORA 2.0, this toolkit is written for the move to 2.5, since 2.0 was only accepted for new applications until 31 March 2026.

Does this cover open-category or certified-category operations?

No. It only covers the specific category — operations requiring an operational authorisation under Article 12. Open-category operations and certified-category operations aren’t covered.

Does this cover authorisations in another EU member state?

No. It covers the Article 12 application to the competent authority in your own state of registration, not the separate process for recognising or re-authorising an operation elsewhere.

What do I need to open the files?

Microsoft Word 2016 or later (or any DOCX-compatible editor), Microsoft Excel 2016 or later (or any XLSX-compatible editor), and any PDF reader. The DOCX and XLSX files are the working copies; the PDF is a reading copy only.

Can I share this with other organisations?

No. The licence is single-organisation with no redistribution.
